Telehealth access and regulations vary significantly by state. This resource provides an overview of telehealth-friendliness, Medicaid coverage patterns, and key considerations for residents of each state. PSYPACT and state psychology boards
The map above is a general access snapshot. This table is the licensing reference: whether PSYPACT lets a qualifying psychologist practice telepsychology into that jurisdiction, and the psychology board that actually licenses psychologists there. It was checked on October 22, 2026.
PSYPACT (the Psychology Interjurisdictional Compact) is not a license to practice in every state. A psychologist still needs a home-state license, plus an Authorization to Practice Interjurisdictional Telepsychology (APIT) for video care or a Temporary Authorization to Practice (TAP) for short in-person work. Both the home state and the state where the client is located have to be effective PSYPACT jurisdictions. Counselors, social workers, and prescribers do not practice under PSYPACT. Confirm the current map at psypact.gov before you rely on a row, because legislatures are still moving.
How this table was sourced
- Effective means the jurisdiction appears as a telepsychology destination on the PSYPACT Commission snapshot dated February 24, 2026 (APIT holders practicing into that state). The commission map itself is an image. The state list used here is that snapshot, published as the PSYPACT Snapshots PDF of February 24, 2026. Forty-two jurisdictions in the 50 states and D.C. are marked effective. The Northern Mariana Islands are also on that snapshot and are not a row in this table.
- Alaska enacted PSYPACT on June 25, 2026 (PSYPACT notice). That notice does not state an effective date, so Alaska is not marked effective.
- Iowa enacted PSYPACT on July 1, 2026, and the same notice says it is effective one year later, July 1, 2027 (PSYPACT notice).
- Board names and websites are the psychology licensing boards listed by the Association of State and Provincial Psychology Boards on its Contact a Licensing Board directory, retrieved October 22, 2026. Use the board site to verify a license. ASPPB is the directory; the board is the regulator.

Controlled-substance prescribing by telemedicine
DEA tele-prescribing update (checked October 22, 2026): DEA and HHS extended the COVID-19 telemedicine flexibilities for prescribing controlled medications through December 31, 2026. Under 21 CFR 1307.41, a DEA-registered practitioner may prescribe Schedule II–V controlled substances via telemedicine without having conducted an in-person medical evaluation, through the end of that day, if the prescription is for a legitimate medical purpose, uses an interactive telecommunications system, the prescriber is authorized to prescribe that class, and the rest of 21 CFR Part 1306 is met (Federal Register, Dec. 31, 2025; DEA). A state may set a stricter rule. Check back in January 2027. This extension ends at the close of December 31, 2026, and the rule that replaces it is not set.
